Job Description
Do you have experience working with instructional design? The Department of Health and Human Services is looking for an E-Learning Training Designer. Under the general direction of the Tobacco Prevention and Control Program (TPCP), you would be responsible for designing, developing, maintaining and facilitating e-learning modules to assist with education and training needs for TPCP partners. You will develop new training modules and enhance current training to support the strategic goals to support our infrastructure, prevent youth nicotine dependence, reduce commercial tobacco product use, and work with priority populations to reduce tobacco-related health disparities. You may also develop courses that support other public health intersections of tobacco use such as hypertension and diabetes. The E-Learning Training Designer combines instructional design principles in an LMS platform to create results driven learning experiences. The ideal candidate would be able to develop curricula in English and Spanish.

Retirement - Utah Retirement Systems (URS):
- Employees who have any service credit with an employer covered by the Utah Retirement Systems prior to 7/1/2011 are in the Tier I Public Employees System.
- Employees hired on or after 7/1/2011 and who have never been in the URS retirement system have two options for retirement in the Tier II System.
- Tier 2 Hybrid Retirement System. Employer contributes an amount equal to 10% of your salary between both plans (pension and 401(k))
- Tier 2 Defined Contribution Plan. Employer contributes an amount equal to 10% of your salary to a 401(k) plan only.
- Employer contributions to your 401(k) are vested after four years.
Paid Time Off:
- Annual leave and sick leave are accrued at 4 hours per pay period each (4 hours annual, 4 hours sick).
- Annual leave amounts increase with years of service.

Responsibilities
- Independently design effective training modules, from content development to final production.
- Evaluate instructional design of existing content and make recommendations for adjustments to realize desired outcomes.
- Conceptualize multimedia elements, edit and import into modules.
- Facilitate the integration of existing content into a learning management system and web-based distribution.
- Develops learning needs assessment and assessment strategies.
- Arrange continuing education credits for public health, medical, and community health workers.
- Ensure education goals correspond to the organization's broader mission.
- Prepare leader and participant guides, learning activities, reference guides, story boards, scripts, design documents, E-Learning modules, and evaluation materials.
- Ensure that course material is instructionally sound and supports the intended learning objectives.
- Adhere to instructional design processes that produce effective, quality training materials in an efficient manner.
- Adhere to Utah Department of Health and Human Services (DHHS) media standards and guidelines and work with direct supervisor to send content through DHHS approval process.
- Measure the effectiveness of the course materials to ensure knowledge transfer and achievement of desired results
Qualifications
Minimum Qualifications
- Selecting and using training/instructional methods and procedures appropriate for the situation when learning or teaching new things.
- Experience developing and delivering training.
- Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
- Analyzing needs and product requirements to create a design.
- Knowledge of principles and methods for e-learning and training design.
- Knowledge of the structure and content of the English and Spanish language including the meaning and spelling of words, rules of composition, and grammar.
- Knowledge of media production, communication, and dissemination techniques and methods. This includes alternative ways to inform and entertain via written, oral, and visual media.
- Knowledge of applications and programming.
- Familiar with adult learning principles.
Required Qualifications
- Candidates must have a minimum of two years work experience in e-learning design, with preferences given to those who have at least one year working in a public health setting.
- Bachelor's degree in instructional design, education, or a related field, or equivalent work experience.
- Experience with authoring tools, learning management systems (LMS), and graphic design tools.
- Familiarity with the Articulate 360 e-learning platform.
Bilingual (Spanish preferred)

Working Conditions:
- The typical office setting for this job is adequately lighted, heated and ventilated. However, you may encounter some risks that are associated with any office setting, for example, the safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
- Standard Schedule: Monday- Friday, 8:00 am - 5:00 pm
This position is currently a hybrid of both in-office and remote work days. Please note, a position's eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason.
- A conditional offer of employment will be made pending a satisfactory completion of a background investigation.
