The Learning and Development Specialist is responsible for ensuring workforce readiness through the effective delivery and development of learning content. This role supports staff readiness and confidence in service delivery and performance. The Specialist collaborates with all departments to assess training needs, designs engaging educational materials, and facilitates learning sessions that enhance employee skills and performance. This role also assists programs in assessing career development requirements, designing tailored career pathways, and providing guidance and resources to ensure employees can achieve their professional goals within the agency.
This position operates on a hybrid schedule, with occasional travel to various areas within Philadelphia, Montgomery and Chester counties to conduct live training sessions.
Some Essential Functions of the role:
- Design and develop high-quality learning materials, including e-learning modules, instructional guides, job aids, and multimedia content. Ensure that all materials are aligned with organizational goals and learning objectives. Ensure that the materials are accessible to staff with ESL.
- Participate in the review, evaluation and modification of written materials for new and existing training programs and recommend appropriate changes to improve employee performance and business results.
- Evaluate and analyze workforce readiness needs to identify skill gaps and training requirements. Develop and implement strategies to ensure employees are prepared to meet current and future job demands.
- Develop and deliver training for all levels of a diversified workforce on a range of development and required compliance topics.
- Facilitate engaging and impactful learning sessions, workshops, and training programs. Utilize a variety of delivery methods, including in-person, virtual, and blended learning approaches.
- Leverage instructional techniques and formats such as role playing, team exercises, group discussions, videos, and lectures.
- Conduct an annual program assessment, monitor training data, and report on performance.
- Partner with subject matter experts, department heads, and other stakeholders to identify learning needs and develop customized training solutions. Foster strong relationships to support a culture of continuous learning.
- Leverage learning management systems (LMS) and other digital tools to enhance the learning experience.
- Additional agency projects as assigned.
Qualifications:
- An associate degree or certification in Human Resources, Education, Development or related field required.
- One – three (1-3) years of experience in content development and facilitation, coordination, and administration required.
- Prior experience with adult education support, in the human services industry highly preferred.
- Experience with developing and managing e-learning platforms; Relias and Workday highly preferred.
- Experience with technology required for training design and delivery, in person and remotely small, and large groups.
