Proposal Manager, State Initiatives Full Description

Job Overview:

Lexia is seeking a Proposal Manager, State Initiatives to be primarily responsible for managing the state proposal development process for Lexia Learning products and services. The Proposal Manager, State Initiatives will assist with successful priority state submissions, to develop these state accounts with a strategic K-12 approach for the purpose of generating new business.

The Proposal Manager, State Initiatives is an integral part of the overall proposal development team, responsible for researching, evaluating, and preparing all information pertinent to the State submissions process, including State Adoptions, State Curriculum/Content reviews and State RFXs. The State Proposal Manager is responsible for proposal development (e.g. written and oral) including maintaining schedules, organizing resources, coordinating inputs and reviews, ensuring bid strategy implementation, compliance, resolving internal team issues, and providing process leadership.

The preferred candidate will be detail-oriented, customer-focused and able to successfully manage all facets of the state adoption and/or curriculum review process under aggressive deadlines, including call facilitation, coordination, writing, content development of responsibility matrices, interfacing with Lexia Subject Matter Experts (SMEs), editing/proofing, production and quality control. In addition, preferred candidates will have proven experience managing multiple proposal development efforts simultaneously, with a focus on demonstrated experience coordinating resources and deliverables across both an internal and highly collaborative environment. It is preferred that the candidate have extensive knowledge and experience in State submissions and curriculum/instruction.

Job Responsibilities:

State Proposal Development

  • Establish proposal concept by identifying and clarifying opportunities and needs; studying requests for proposal documents; attending strategy meetings
  • Gather proposal information by identifying sources of information; coordinating submissions and collections; identifying and communicating risks associated with proposals
  • Develop proposals by assembling information including project narrative, objectives/outcomes/deliverables, implementation methods, timetable, and staffing
  • Write, edit, format, and proofread template-driven proposals using current software applications with speed and accuracy
  • Meet proposal deadlines by establishing priorities and target dates for information gathering, writing, review, and approval; coordinating requirements with contributors; contributing proposal status information to review meetings; transmitting proposals
  • Facilitate the interpretation of the state submission and other technical requirements in a creative, compelling manner, making certain that the finished proposal is both compliant and responsive to the requirements
  • Maintain quality results by using templates, following proposal-writing standards including readability, consistency and tone; maintaining proposal support databases
  • Analyze RFP losses, based on Reviewers’ comments
  • Improve proposal-writing results by evaluating Lexia submitted proposals, as well as competitors’ proposals
  • Manage a state repository of State Adoptions/Curriculum Reviews submissions

Job Requirements:

  • Master’s degree with 3+ years prior experience in proposal development, required; English, Education, Marketing, or Journalism degree, preferred
  • Bachelors’ degree with 7+ years experience in proposal development required; English, Education, Marketing, or Journalism degree, preferred
  • 2+ years CRM or RFx automation software experience, required
  • 2+ years project management software experience, preferred
  • APMP Foundations Certification, preferred
  • Experience working cross-functionally with Subject Matter Experts, preferred
  • Deep knowledge of and experience with state and regional educational organizations, as well as experience with online procurement portals, preferred
  • Experience in Education pedagogy, preferred
  • Ability to manage multiple projects with levity in a deadline-oriented environment
  • Excellent organizational and communication skills (written and verbal)
  • Knowledge and application of correct grammar, punctuation, and spelling
  • Able to handle confidential material in a reliable manner
  • Proven experience working with MS Office suite, Adobe suite, and Google suite
  • Demonstrated team player, with ability to work autonomously, as well as in a team setting
