Description

The Texas Workforce Commission (TWC) is seeking a Training Curriculum Developer (E-learning Developer I) for Unemployment Insurance (UI) Client Services. The position could be based in one of the Tele-Centers (El Paso, Fort Worth, McAllen, San Antonio) or in UI Client Services (Austin). There is the potential for telework; however, the person in this position may be required to come into the office as needed and teleworkers are not reimbursed for travel to/from their base office.TWC is not considering applications from individuals who require sponsorship for an employment visa, including those currently on student or postgraduate visas. You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.

The UI Training Team is tasked with producing the most highly skilled and trained staff who are responsible for assisting claimants with Unemployment Insurance claims. The goal is to provide innovative training programs with cutting-edge curriculum for highly effective trainers.

WHAT YOU WILL DO:
The Training Curriculum Developer (E-learning Developer I) performs complex (journey-level) instructional development and training work under moderate supervision, with limited latitude for the use of initiative and independent judgment.

WHAT YOU WILL BE TRUSTED TO DO:
- Design, develop, evaluate, revise, and maintain classroom, online and blended training courses, as well as customized instructional materials using a variety of tools and applications, including audio, video, animation, narrated presentations, simulations, and virtual learning environments.
- Design and develop easy to use e-learning tools with intuitive interfaces.
- Make recommendations regarding course design, technology, and instructional methods and delivery options.
- Define instructional, learning or performance objectives.
- Differentiate instructional content or delivery methods for trainees and different classroom environments levels or types of learners
- Create comprehensive curriculum with the following components: course outlines, course syllabi, lesson plans, activities, PowerPoint presentations and multimedia supplemental materials such as webinars, etc.
- Conduct ongoing assessment and maintenance of curricula; recommend and implement improvements when necessary to improve learning outcomes and to ensure materials are current.
- Develop methods for assessing and evaluating training effectiveness, including review and revision of learning assessment and quiz questions and analyze student performance data to determine effectiveness of instructional systems, courses or instructional materials.
- Research training methods and trends and collaborate with subject matter and technical experts to develop and apply appropriate designs and to ensure that e-learning content requirements are implemented.
- Participate in and facilitate curriculum review and subject matter advisory meetings.
- Provide consultation and technical assistance to agency staff on specialized training initiatives and training issue resolution.
- Perform related work as assigned.

HOW YOU QUALIFY:
-Graduation from an accredited four-year college or university with major course work in instructional design, information technology,
communication, human resources, organizational development, education or a related field.
-One year of experience in E-Learning development, instructional design work, training and development procedures and techniques, learning design models and principles, instructional design principles and techniques, E-Learning tools and learning management systems, programing languages, and curriculum design may be substituted for each year (30 semester hours) of education.
